Phil has over a decade of experience in the GovCon industry, specializing in proposal management and strategy. He excels at aligning team efforts with federal requirements to enhance proposal success.

He partners with capture teams, proposal managers, and SMEs to shape technical solutions, align to evaluation criteria, and produce compliant, persuasive content from development through award. Phil’s work spans solution design workshops, win themes, narrative development, compliance matrices, and structured color reviews (Pink/Red/Gold/White). He’s known for tightening structure, sharpening technical narratives, and accelerating drafting cycles—using AI where it genuinely adds speed and clarity. Phil and his proposal professionals plug in as an extension of your team on technical, management, and past performance volumes, maintaining consistency across multi-volume submissions and reducing rework under tight deadlines.
